Why there's no wait between the downloads, and no Downloads Per Day?

My settings for Package (non user, free user, and maybe Paid user) are not working. Please check:
This is my settings:

The download speed is working fine BUT...
Why there's no wait between the downloads, and no Downloads Per Day.

I were try download latest update version, but still not working.
Please help.

i just noticed i am experiencing the same issue on my website as well.. it used to work on 4.0.1 but now that my script is updated, it no longer works.

I can see some website still run good with version 4.1.1

But I don't know why my site is not working for me :shock:
