Waiting time not showing correct

Walgreens pharmacy Hours I can't post in technical support so I'll post it here.

In my settings account packages > I've set up the waiting between downloads time to:
Non user: 45 sec
Free user: 10 sec
Premium: 0 sec

On the download page I get to see this:

Hi,

Please can you link your forum account to your paid license via mfscripts.com. You can do this by logging in to that site using your account details and going into account settings. After 10 minutes, logout and back into this forum so your account can be linked.
