Public Files in account_home format

Let me try and clarify. I'm not sure my first post made sense.
I have a very large repository of files. They are organized in a folder structure that I am looking to keep. Many are pictures and videos, but there are also several other file types (txt, doc, pdf, etc.). I am looking to make the entire collection ‘public’ for all users. Much like Reservo, but with the same folder structure and plugins as Yetishare.
I’m not really concerned with the individual users concept. Yetishare gives me the exact functionality I am looking for with the exception of the public concept. While I can dig in and customize the code, I a.) don’t want to do this, if there is already a way to do this and b.} customize too much code.
