They don't block it, you just have to conform to their (very detailed!) terms.

Perhaps list URL to their site?
Perhaps list URL to their Dev Documention and API?

Why not explain what kind of transactions they specialise in and what countries and regions it is designed for??

Perhaps there is already an alternate solution available?!

Before being a dick to someone, maybe you should consider that the user might not use English as his first language. (I know this for a fact btw).

As said ysmods, my main language isn´t English, this is reason why I need PayU Maybe soon will be ready. I have done first part of the script. For now I have to resolve Status transaction

The application process is simple and it seems like it's accepting everyone for now, payment from user side is a bit hard I would say but as I said big guys use it

Ps - we might make it later if it's not for sale by the end of the month and would share it as well for anyone who needs it

Unfortunately we cannot create this plugin as we would need to visit Mother Russia to obtain a license.
