I have the same issue. The admin panel is empty.

This error message appeared in the PHP error log of my server:
PHP Fatal error: Class 'themeHelper' not found in /***************/admin/_header.inc.php on line 164

Make sure that you have the following file: /core/includes/themeHelper.class.php

It's caused by an incomplete download due to CloudFlare issue for some regions. I used command line to unzip the archive so I didn't notice that there was an error message.
