no money after voucher activation

1. one reseller account with 1k usd
2. generated some vouchers
3. create test user and upload files
4. visit file link of test user without cookies (private window)
5. register with cookie and affiliate id
6. activate voucher
7. no money in account of test user i created in step 3.

what's wrong ?
also, no money in main admin dashboard

also, set new file page for paid users so they can download files
and i still get free user download page even if i logged in by paid user

still waiting how to get money counted when user activate voucher
