How to disable loading completely? 0 not work.

In the setting of the site, in the section "Free User Settings" in options:
The max upload filesize for free users (in bytes)

I am think they do not work properly.
If I want to disable the FREE accounts to upload files to the site, choosing 0, but then we get an "unlimited".

I expected that, if left blank, I get - "Unlimited"
and if put to "0" - that get "Disabled" ....???

1) How to disable the ability to upload files to the site for FREE accounts?
2) How to disable FREE user registration? Since, download can all visitors, so keep accounts for free users I feel no need to.

The amount of days after non-active files are removed for free users. Leave blank for unlimited.

if BLANK - Unlimited
if 0 - Unlimited too

And here, I was hoping that the field value = 0, disable saving for Guest, but this just did not happen.
How is that? Everything, who wants to, can upload files to the hosting? But how to limit? Guests, FREE and Premium ...
But I do not want to give access to upload files to the hosting, no matter Gueest or FREE, ..
