Give admin option to retain file records

Right now if a user uploads a file, deletes it, then empties their trash can, the record of the file is lost forever

For security or law enforcement purposes, I think the site operator/admin should have the option to enable retain user file RECORD so that even if they empty trash can, the record is stil there

Or let us specify how long to retain for

i.e what if someone uploads child porn or something or theres some investigation, and its tracked to one of our sites, and then law enforcement wants to see records and we have nothign to show for

it soundsd unlikely but, i once had london police contact me about a magazine, some isis magazine called 'dabiq' or something, that some guy uploaded...... so i just think this would be be a good idea

I had to modify the script to keep those records. In my country the law requires me to keep this data for at least 6 months.

I created a new file status with the name "removed" and when the user empties his trash the script just update the file status to "removed" and the files become invisible to him. I also need to keep the logs in the stats table.
