German traffic not being counted in right group?

One of my users has about 90% of his traffic from Germany, which is group C, but all his traffic is being counted as group D... See picture

Its based of the downloaders IP address, so if they are using a proxy that is located in another country then it will be put into the group that the country is in.

When I look at the traffic stats of the user it says about 90% is from Germany, but the rewards is saying all group D

Now about half of their traffic says unknown country?
