Is it possible to change the mutli-server download system?

Currently is it:
1. user requests file
2. main server downloads from FTP remote server
3. gives link to user

I don't like step 2 because sometimes the connection between the main server and the FTP remote server is painfully slow, and when you are doing large downloads it takes forever to get the link.

Is it possible to make the main server just grab the link from the remote server via FTP/HTTP?
