Download from FTP Server

I have setup my ftp servers and its working good to upload from them.

But i cant download from the ftp servers, the downloads seems to begin download but it doesnt download any kb.
Its only preparing for downloading.

Using Windows 2008 R2 with Apache
Ftp Server: Filezilla (Also tested Bulletproof)

same problem
I just uploaded 2gb of files, they all have 100mb file size
I uploaded a 20mb file the download works but it download only a file with 4kb size instead of 20mb ????
I made many tries with different file size, it seems it download correctly if size is 15mb or smaller but when it exceeds the 15mb it download only 4kb ???
nobody is going to correct this problem, buy the script because he said:

Any server with FTP running on it can be used, no matter what the OS is.
Easy setup, just configure it Within the script file sharing script admin area. No files needed on the file server itself.
but that is not true, does not work and nobody gives a solution to the problem, and wrote to support but no answer, I hope you get a solution.

will not have a problem of quota by chance I had this problem with debian is the quota for ftp I set unlimited was limited to 1 gb

I have this trouble under windows server, after check the logs, nothing indicate is the ftp.
The ftp server log show when download just a conection is done and no any transfer file request to ftp server.
