4.3 disable uploads

If you've got Disable all uploads set on 4.3, it still lets you upload files.. or at least, it uploads the file *all the way* and then tells you at the end Error: Uploading is currently disabled on the site, please try again later.

that is going to inconvenience and upset a user that say uploads a 2 GB file only taking 30 mins, then to be told Error: Uploading is currently disabled on the site, please try again later.

it would be much better to just prevent them from doing it in the first place, saving them from wasting their time

This also happens in the 4.2 and 4.1. It's also possible to use the remote upload to use more space than the allowed in the 4.2.
