There is no download page the file just gets downloaded automatically, I have set _download_page_compare_all.inc.php for guests and free users in the manage download pages section. It just downloads the file automatically it doesnt go to a page?

Also, how do I edit the pages, such as the homepage? I'm in index.html but nothing on the homepage is in here? This script is really weird...

You think this is weird, try using IP.Board or other much more complicated scripts.

The index.html is not only one file, there's a few which makes one page.

Eg: _header.inc.php is used on multiple pages to save making several different pages which do the same thing as one page can do.

/themes/flow/templates/index.html
/themes/flow/templates/partial/_header.inc.php
/themes/flow/templates/partial/_footer.inc.php

If you are trying to change the text, then you have to do it in the admin control panel

ACP > Configuration > Translations > manage translations

To find the text you want to change, go to Configuration > Site Settings > Select "Language"

In the setting which says the following:

Show translation value or key. (use "key" to debug translations, "translation" to show actual translated value. "key title text" to show the key as a title tag around the text content)
Click Edit and Select "Key"

Reload the page that you want to change the text on and you will see the text has changed to whats in the images below

They are the translation "keys", you can use those to easily find the correct section in the translations area of the admin control panel.

Click on edit and change it to what you want, once finished, change the 1st section above back to "translation".

If you're logged in as admin, files will always download automatically, unless you've added a new page in Configuration > Manage Download Pages

Click the "Set Download Page To User Type" button to add a page.

Then when visiting a file download url you'll get the download page.
