Max File Upload Size

How to change this? ive gone through all the settings in the cp, ive edited my php.ini, in /etc/ ive restarted apache and even rebooted the server but its still set at 8mb, ive checked the htaccess that came with the install, i just cant figure out why the upload limit wont change

im running linux centos 6, 64bits with plesk11, 24gb ram

any help would be greatly appreciated
