hello I want to know how to change so that when there is a complaint dcma the user receives an email warning

You'll need to edit report_file.php and add the code to send an email to the use that uploaded the file.

However, its not the users responsibility to remove the file, it is the website owners responsibility to investigate and if necessary, remove files subject to a dmca complaint.
