How to upgrade to new version??

The text file says:

UPGRADES:

- Upload the /install/ folder and see the 'Perform an Upgrade to an existing install' option.

However, there is no "perform upgrade button anywhere" , and when I browse to "/install" folder, I get:

This short url is no longer active

What do I do??

Rename the .htaccess file where index.php is to .htaccess.old and run the install script again.

Once updated, rename .htaccess.old to .htaccess
