How to increase file upload size for paid users?

Hi,
Though I have set the maximum file upload size to 10GB in the site settings. I am somehow restricted to 1GB. Let me know how to change the file upload size.

chek the Non User Settings and Free User Settings in the admin area> site settings
you also have there Premium User Settings
