How speed up media converter?use bitrate and frame rate?

Hi,
media converter is slow speed
How speed up the conversion?
I expect 10-15 minute for 300MB size converted.How much bitrate and frame rate set for speed up this conversion?

bitrate 400 frame 25 and resolution 640x360 is good example for me

-b:v 400k -threads 8 -preset fast (8 thread for 8 core )

Lowering the both the framerate and bitrate will help but you may need to experiment to see which settings work the best.
