Files keep in the active state

Hello.

I'm using v4.0.
I see that files keep in the active state and are never deleted even after the time limit has been reached.
I know that cron jobs should be handling this but it is not working. I've checked the output and I'm getting the following message:
X-Powered-By: PHP/5.3.29
Content-type: text/html

This script can only be run on the command line, not via a browser. See the comments in the header of this file for more information.
Do you know what could be wrong?
Can you also tell me what exactly each job does? Which one expires the files? Are the files deleted, or only expired after the time limit is reached?

Hello.

I contacted the hosting services and the problem seems to be solved now. It had to do with some issue server side.

However, it would be interesting to have a brief description on what exactly each cron job does, and an explanation on exactly how files are handled by the system (what is the process / states a file go through).
