[ADDED][v4.3] persistent account_home toolbar

In the account home, the toolbar that has the upload, filter, folder etc... should stick on scroll

if a user has a lot of files and folder and scrolls down, they have to scroll back up to use these buttons

This is also fixed for the next v4.3 release.
