Oops, sorry, yeah that is currently possible via some template edit but yes it's better if it would be built in the script. Something like the Admin can enable an option so users would have a choice which user type can download their files.

Try checking the Apache or nginx directives if they are set properly. Also ensure that php5-mcrypt module is also installed. This usually causes the admin login but redirect to login page problem.
